The project is a brainchild of Emilio 'Chieffy' Caligdong of Azkals, the nation national team of the Philippines. Caligdong is a native of Barotac and is now known as the football capital of the Philippines. Apart from Caligdong, the province has also produced football strongmen such as Ian Araneta and Roel Gener. since he came from Barotac Nuevo Iloilo.
